CIRCULAR NO.29/2023/TT-BYT: Guidance on content and how to write nutritional ingredients and nutritional values on food labels dated December 30, 2023
On December 30, 2023, the Ministry of Health issued Circular No. 29/2023/TT-BYT. This Circular guides the content, how to record nutritional ingredients, nutritional value and implementation roadmap for packaged foods. pre-packaged and produced, traded, imported and circulated in Vietnam
From January 1, 2026, organizations and individuals are not allowed to produce, print, import and use labels that do not comply with the provisions of this Circular.
Circular No. 29/2023/TT-BYT was issued with 02 Appendices:
- Appendix I: Nutritional ingredients are not required to be listed on the label
- Appendix II: Reference nutritional values

EU
Update the status of active ingredients in pesticides in December 2023
At the end of November, the EU issued a number of enforcement notices extending the period of time pesticide active ingredients are allowed to be used. Specifically, the announcements are as follows:
- No. (EU) 2023/2592 amends regulation (EU) No. 540/2011 to extend the use period of 28 active ingredients specifically stated in Appendix I of this regulation: https://eur-lex.europa.eu/eli/reg_impl/2023/2592/oj
- No. (EU) 2023/2657 on not extending the permitted use period for the active ingredient Benthiavalicarb. Thus, this active ingredient will be banned from use in the EU from December 14, 2023. - No. (EU) 2023/2660 on the extension of use of the active ingredient glyphosate effective from December 16, 2023 to December 15, 2033. The scope of use is specified in Appendix I of this regulation: https://eur-lex.europa.eu/eli/reg_impl/2023/2660/oj
China
Statistics on cases of food refused to be imported into China in November 2023
On December 19, 2023, China Customs (GACC) announced a list of food products that do not comply with food safety regulations in November 2023 with a total of 246 products from 33 markets refused to be imported into China. Quoc.
Main reasons for rejection:
- The label is not clear
- Non-conformity between goods and accompanying certification
- PGTP exceeds the allowable threshold
- Missing quarantine documents
- Microbial contamination
USA
Prohibit the use of partially hydrogenated oils (PHOs) in food
On December 14, 2023, FDA issued document 2023-27506 confirming the ban on the use of PHOs in food from December 22, 2023. FDA has issued the following final rules:
- PHOs are no longer optional ingredients in the standards of identity for peanut butter and canned tuna
- Partially hydrogenated forms of menhaden and canola oils are excluded from GRAS
- Partially hydrogenated fish oil shall not be used.
- Pre-1958 licenses allowing the use of PHO in margarine, lard and bread and rolls will be revoked.
