Removing obstacles in the import and export of commodities under the management of the Ministry of Health

Minister Mai Tien Dung conveyed the opinion of Prime Minister Nguyen Xuan Phuc requesting the Ministry of Health to immediately remove obstacles in the import and export of goods under the management of the Ministry of Health. On the one hand, to ensure the requirements of state management, on the other hand, it is also necessary to create favorable conditions for the production and business of enterprises to develop. In particular, it is necessary to remove barriers and sub-licenses to combat local interests, group interests...

One of the biggest shortcomings in the import and export of goods under the management of the Ministry of Health is specialized inspection. In addition to the overlap that causes loss of time and money for businesses, there are still goods that are regulated by many documents, inspected by many ministries or agencies in the same ministry. Notably, although the number of checks is large, it is mainly the inspection of records, sensory inspection..., there are no regulations or standards, so the detection rate of violations is very low. Therefore, there should be drastic changes in the direction from pre-test to post-test.

The Ministry of Health should soon complete the proposal to amend Decree 38/2012/ND-CP detailing the implementation of some articles of the Law on Food Safety; quickly amend documents related to sub-labeling, regulation conformity announcement, and conformity announcement of related products and goods. The Ministry of Health needs to overcome the shortcomings of implementing the national single-window mechanism because so far, only five administrative procedures have been implemented, out of which 55 have been registered.

At the meeting, Minister Mai Tien Dung requested the Ministry of Health to immediately abolish administrative documents that are not following the direction of the Prime Minister, in the direction of not regulating the use of iodized salt in food processing. which only requires salt producers to add iodine.

Receiving opinions of the Working Group, Minister of Health Nguyen Thi Kim Tien affirmed that the Ministry of Health will focus on reviewing, any procedures and permits that can be abandoned will be removed immediately. The spirit is to reduce administrative procedures, reduce goods subject to specialized inspection, reduce the time for administrative procedures..., be open and transparent in handling administrative procedures and export-related jobs. import of goods under its management.
