Update regulations on pesticide residue control in some key markets Q1, 2023

Japanese market

Japan Ministry of Health, Labor and Welfare - promulgates additional regulations to change the MRLs of 7 substances in food residue pesticides effective on 14/02/2023 but officially mandatory one year after the date promulgate.

Most of the MRL threshold is loosened compared to the old version. A summary of some of the key changes is as follows:

Acynonapyr Increased MRL levels for 19 foods, notably the Acynonapyr MRL in grape background allowed a 200-fold increase over the old regulation.

Trifloxystrobin

Increased MRL levels for 9 vegetables, including spinach background from the default 0.01ppm to 20ppm

Fenarimol

Tighten fenarimol MRL levels in 141 foods.

Set a new MRL for dried peppers: 5ppm.

Fenpyrazamine

Significantly increased MRL levels for 32 types of foods. Example: peach increased MRL from 0.01 to 4ppm

Fluxametamide

Slightly lower MRLs for soybean, onion, edamame.

Increase the MRL level for other 32 types of foods.

Flonicamid MRL levels increased in most foods, only decreased in peach and spice.

Penthiopyrad

Increased MRL levels for 17 types of foods, excluding meat products.

EU market

EU Regulation (EU) 2023/334 amending and supplementing annexes II and V of (EC) No 396/2005 limits to a maximum of 2 substances clothianidin and thiamethoxam in some specific products. The regulation took effect from February 22, 2023, and became mandatory for exporters to the EU from March 7, 2026.

There is extensive scientific evidence that neonicotinoids such as clothianidin and thiamethoxam have adverse effects on bees and other pollinators. Pollination is important for ensuring dietary diversity and reducing threats to biodiversity in the global environment. There is growing concern worldwide that the decline of pollinators is a serious threat to global biodiversity, the environment and sustainable development, as well as to maintaining agricultural productivity. and food security. Therefore, to preserve pollinator populations, the EU regulates the MRL of these active ingredients in products to a default limit of 0.01ppm.
